The Education Bureau of Huitong County, Huaihua City, Hunan Province, addressed issues such as weak safety measures, slow alarm responses, and isolated school systems by uniformly bidding for our 'AI Campus Anti-Bullying System'. The project covers more than 60 public primary and secondary schools and teaching sites in the county, with over 320 terminal devices deployed, and a three-level management platform has been established involving the Education Bureau, public security, and schools. Since the system's implementation, the average response time to emergency alarms has been reduced from 8 minutes to 5 seconds, successfully preventing several incidents of unauthorized entry and student conflicts.

Project Background: Educational Safety Challenges in Mountainous Areas

Huitong County is located in the southwestern part of Hunan Province, with a predominantly mountainous terrain and a high proportion of left-behind children. There are currently 62 primary and secondary schools and public kindergartens in the county, including 27 village schools and teaching sites, which face the following problems:

  • Outdated or missing alarm equipment: Most schools rely on a single external phone in the security room, and when an incident occurs, security personnel must search for the number to call, which delays response times.
  • Poor coordination with public security: Alarm information from schools cannot be directly sent to the local police stations and relies on manual transmission, leading to situations where police are notified only 10 minutes after an incident occurs outside the school.
  • Lack of supervision by the Education Bureau: There is no real-time tracking of school alarm activities, and no records are available for post-event analysis. In 2024, the Hunan Provincial Department of Education required all regions to accelerate the integration of 'one-button emergency alarm systems' with public security authorities. The Education Bureau of Huitong County decided to address these issues by launching a project that included unified bidding, deployment, and management.
